There are several ways you can load code.
1. Phantasy Star Online Episodes 1&2 + BBA + PSOLoad
2. Datel Action Replay + SD Card Adapter + SD card + SDLoad
3. Modchip (Viper, Qoob, etc.)
4. Datel Max Drive Pro
5. Samson's Loader (requires another method to set up however)

No PSO needed or modchip.
Um, no. Those will only work when you already have a .dol (GCoS) running on the GameCube. And storing programs on a memcard is what Samson's loader does. And, as Fuzziqer already said, Samson's loader works, but you must use another method to install it.

how do i gat PSOLoad?
You can download PSOLoad from GCDev.com. It's command-line, so if you want a GUI, you'll need to download a GUI frontend, for example Phoenix 2.5 (I don't have a URL, but Google it and you should find it).

Convert it to a memory card file (I used a hex editor), and then use a USB card or CTR-GCS to load it up.
