PRS/quest compressor/decompressor utility
http://transfer.fuzziqersoftware.com/prsutil.zip To decompress a file, simply run prsutil with the file as an argument. Example: prsutil.exe file.prs To compress a file, add a * before the filename. Example: prsutil.exe *quest117.bin

when you compress a .bin is it suppost to look like this? -*test*-('")02.bin.prs?

ok, then i am confused on how to get the .bin.prs and the .dat to get onto the server as a working quest.

Put them in \system\quests\gc then open a command prompt and then RTFM/read the readme. Make sure the bin.prs doesn't have ".prs" on the end when you put it in the gc folder.
