I don't know how many people play it, but there are quite a few. There are also various people from SmashBoards who play it online as well.
Note: I am not one of the people who plays it online.

GCARS-CS does not use a server right now, although Xlink support planned. As for finding someone to play with, IM is probably the best way to go.

The game-finding thread on this forum is a good place to start. You can also search for the GCARS-CS threads on SmashBoards; they have some posts from people looking for players.
